Whenever the machine is seen in the ESTOP state, it's switched to ESTOP RESET. Whenever it's seen in ESTOP RESET, it's switched to ON.

As a result, it should no longer be necessary to hit F1 F2 when starting emc, or after certain errors (following errors, for instance)

This patch is probably imperfect, and I don't want to disturb the beta with it. But somebody may be brave enough to try it...
